I think it may be an early version of wirghtlifting (assuming that is a sport!!!) and from the early decades of last century….I have some ambit in that claim of course as it could be through to the 1940’s, preWW2 as ‘technology advanced reasonably quickly after that period

I think this might be the wheel of a roller skate or a go kart. I would guess it dates to the 1920s.
What about a ‘puck’ or whatever it is called – the device used or pushed in curling, where they sweep the ice ahead of this ‘puck’ to ensure it goes a designated distance. ‘Lawn Bowls’ on ice!
Whaaat? I just read you need a decade! That blows my suggestion out of the water. I daresay there has been limited equipment change in curling.
Perhaps it’s the axle from a penny farthing pushbike
